A cPanel Account often mean to be a cPanel User Account, where it is created by the root administrator or reseller. The cPanel account allows to log into the cPanel with user-friendly interface to manage their website. 

* The root administrator or reseller typically creates these accounts.
* The account listed in cPanel® & WHM (WHM >> Home >> Account Information >> List Accounts) and not in the domain name.
